The Public Utilities Commission of Sri Lanka (PUCSL) has announced that its final decision on the proposed electricity tariff revision will be made public on May 09.

Accordingly, an island-wide public consultation process will commence today (April 29), PUCSL noted.

The consultation process has been initiated after the National System Operator (Pvt) Ltd. submitted a revised electricity generation cost estimate for the second and third quarters of 2026 to the PUCSL on April 27, citing rising global fuel prices.

Based on this estimate, the PUCSL has issued a consultation paper outlining key proposals, including:

Provision of a government subsidy of Rs. 15 billion to electricity consumers from May 10.

Recommendation that tariffs not be increased for 95% of consumers, including domestic users and places of religious worship, under the government subsidy scheme.

Recommendation that tariffs not be increased for sub-categories under public services, state institutions, and tourist hotels with monthly consumption below 180 units.

Recommendation that electricity tariffs not be increased for the first sub-category of the industrial sector.

Continued confirmation that additional costs arising from substandard coal-related conditions will not be included in electricity tariffs.

The PUCSL has estimated that due to increased electricity generation costs for the second and third quarters of 2026, the National System Operator (Pvt) Ltd. will face a deficit of Rs. 38 billion.

The Commission noted that this deficit does not include additional costs arising from coal-related conditions affecting power generation.

Of the total deficit, the Treasury has already informed the PUCSL of the government’s decision to provide Rs. 15 billion as a subsidy.

Following a review of the cost estimates submitted by the National System Operator (Pvt) Ltd., the PUCSL has issued a consultation paper on electricity tariff revisions, which was published today.

All stakeholders have been invited to review the document and submit their views and proposals.

Written submissions will be accepted until May 06, 2026, while oral consultation sessions will be held at the Bandaranaike Memorial International Conference Hall (BMICH) in Colombo.
